This study is aimed to give policy implications for a smooth "integration" of the foreign residents in the urban area of Japan, which has witnessed a massive influx of migrants since the 1980's. The Sakae-Higashi area of Nagoya City, Japan, has been chosen as a research site, where the researcher has continued her participant observation of how Filipino migrants are being "included" in the local Japanese community.
